Reclusive and militant, Thora is the only Core World that is not a full or associate member of the Calian Federation. While the Thoran government is fully aware of the Federation, they have instituted xenophobic and protectionist policies for fear of losing control of the world.
All outside trade and communication is required to go through a government-operated Treaty Port, situated in an arid mountain range within a desolate, unpopulated sector of the world. To help enforce the treaty, the Thorans have an extensive network of planetary batteries ready to interdict any ships foolish enough to violate their airspace. Still, smugglers and black ops teams from interested parties have managed to find their way onto the world, where they have made small fortunes smuggling weapons and intelligence to a network of revolutionary groups attempting to overthrow the planetary government. None of these groups have been able to permanently hold more than a few remote base thus far, but the influx of illicit trade may be enough to turn the tide.
