The cosmopolitan world of Calia is the capital of the eponymous Calian Federation, a representative democracy that assumed power following the collapse of the Terran Mandate. When the Calians returned to the stars, they were able to quickly discover and reactivate the mothballed Mandate facilities on Joria and Utumno, granting them access to a vast infrastructure network centered around their world. Using the Mandate databases to help reconstruct their rutters, they began to establish contact with the other core worlds. The Federation as we know it today was founded upon first contact with the Jullatians, with Calian military might providing a more concrete backing to the Exchange's existing diplomatic network.
Since the establishment of the Federation, Calian culture has flooded into the sector via the Jullati trade routes, to the point where any world with even occasional interstellar contact is familiar with a few Calian institutions and norms.
